The framework is designed for multiple stakeholders within the business ecosystem,as it views whistleblowing as a collective responsibility
1. Sistem za zgodnje opozarjanje in preprečevanje škode: Whistleblowing deluje kot primarno orodje za odkrivanje goljufij in sistemskih napak, preden te povzročijo nepopravljivo finančno ali pravno škodo.
